It can be done. We have done it in Texas. we have done it across the country. We can do it with the immigration issue. And I do agree with you. also. that no one is talking about what do you do with the people who dont? That has to be addressed. also. If we are going to hold out a carrot of a work permit for people to come out and turn themselves in and report and file whatever preprocedures this Congress establishes. we have to have a stick for those who dont. that if we dont. it wont work. I am not for pounding anybody. dont misunderstand me. My whole point is the carrot and the stick policy is law enforcement. the way we do some things in law enforcement.
