Mr. President. it is critically important that we clarify the role of State and local law enforcement officers in the enforcement and apprehension of those who violate our immigration laws and that we expand the National Crime Information Center Interest. It is critical that we have them participate because with expanded NCIC capability. which I am surprised is not already being done. they can be partners in Federal law enforcement efforts. It would be in compliance with what the 9/11 Commission and other reports have asked us to do. It is a loophole in the system today that needs to be fixed.
