The committee bill. in this small section. retains flexibility for the TSA Administrator to promptly redeploy employees. change their assignments. or otherwise respond to problems as they arise. The bill recognizes this is a department which has to have the flexibility. the management flexibility. to respond to emergencies. In granting these TSA screeners the same employee rights most everybody else within the Department. including people involved in border patrol. for instance. and other security functions. we retain nonetheless the flexibility of the administrator to redeploy his forces at a time of crisis. There is another reason to do this. I believe. apart from equity. and that goes to the effectiveness of the TSA screeners and the Department of Homeland Security employees generally.
