The bill requires the General Service Administration (GSA) to identify port of entry infrastructure and technology improvement projects that would enhance homeland security. The GSA would work with the Department of Homeland Security to prioritize and implement these projects based on need. The Secretary of Homeland Security would have to prepare a Land Border Security Plan to assess the vulnerabilities at each port of entry on the northern border and the southern border. This plan will require the cooperation of Federal. State and local entities involved at our borders to ensure that the individuals with first hand knowledge of our border needs are consulted about the plan.
