Mr. Speaker. I appreciate the chance to be able to present this issue before this body. I think that. as the Congressional Immigration Caucus has pointed out. there is an issue here that obviously the American people are interested in and we were able to present tonight. I just have to close with a few comments. One is the fact that the White House has discussed that there are procedures they have to go through. I think it is quite clear to anyone who reads the Constitution that the White House. the President. does not have to go through any procedure except to the decide either to pardon or not to pardon.
