It goes back to a time when it was implemented and we had what they call the bracero program. which was a dark side of exploitation of workers from Mexico. It has been in effect. but the Senator is asking now that we get another look at this issue. I know the Senator from California will speak on the substance of it. This wage rate has been frozen at a level for the last few years as part of another bill. the AgJOBS bill. But this is an immigrationrelated issue because we are talking about workers who are going to come from overseas. The Senator has spoken about it. I know he feels strongly about it.
