The court was told. this is in the record of the court. that he ordered a worker to gouge the eye of another worker who dared to complain about her living and working conditions in the garment factory. That abuse would not be sufficient. apparently. in the judgment of the chairman to consider that it was something that should be brought underneath the minimum wage law and under some more scrutiny in American Samoa.
