This problem has to be resolved before we can move forward with the development of a redistribution plan. We will continue to work on a distribution system next year. I am confident that we will succeed in developing a new version of the J1 Visa Waiver Program that would facilitate the use of all of the available waivers and place the physicians where they are needed most. It has been a long joumey to get this bill to the floor. In addition to the work it took to get subcommittee and full committee markups. we have had an ongoing dialogue with our counterparts in the Senate.
