The Senator from Vermont is correct. The Department of Homeland Security and the State Department are now in the process of developing the rules needed to implement this initiative. The State Department is proposing an alternate form of documentation to be accepted for land border crossings known as a passcard. The passcard would be slightly less expensive than a passport but would still require the same adjudication and background check as a passport and could only be used for land travel between our country.
