That is why I voted in favor of the REAL ID Act. The legislation fulfilled a recommendation made by the bipartisan 9/11 Commission that the federal government set standards for the issuance of drivers licenses. The REAL ID Act established minimum document standards for issuing drivers licenses and limited the issuance of licenses only to those who can prove they are American citizens or are migrants who are legally in the United States. This bill. when fully implemented by 2008. will address many of the concerns about proving citizenship that H.R. 4844 raises. The problem with H.R. 4844 is not its requirement of proo of citizenship when registering to vote. but its continual requirement to present such proof every time a citizen votes.
