Mr. President. in 1999. the Northern Mariana Islands Covenant Act Implementation Act was reported favorably by the Committee on Energy and Natural Resources. and it passed the U.S. Senate by unanimous consent in 2000. It would have extended the Immigration and Nationality Act. INA. to the CNMI as anticipated under the covenant agreement which joined the United States and CNMI in political union In 1976. The measure was reintroduced in the 107th Congress and was again reported favorably by the Energy Committee. I was pleased that the measure continued to have bipartisan support at that time. including the "strong support" of the administration.
