Not one worker came from the people who were on welfare who were willing to do this kind of work. That is because it is difficult work. The Sun is hot. The back has to be strong. You have to be stooped over. It is extraordinarily difficult work. For a State as big as mine. there is an immigrant community which is professionally adept at this kind of work. They can pick. they can sort. they can prune. they can harvestvirtually better than anybody. This is what they do. This is what makes our agricultural community exist. It is very hard for a farmer to hire a documented worker.
