Session #109 · 2005–07

Speech #1090172551

Once we have operational control of our borders. the American people will be willing to engage in a debate about whether we should increase the number of people our country accepts for permanent resident status each year. Until we have operational control of our borders. most people think we will simply have a repeat of the 1986 amnesty. I dont believe a fence is a panacea. and I dont believe we need to build a fence across the entire stretch of our borders. However. we know fencing and vehicle barriers are effective border security tools. Combined with stateoftheart technology. it is possible for us to gain control of our borders and then have a healthy. responsible debate about our Nations immigration policies. Mr. President.
