Mr. President. I am convinced that physical barriers at our bordersfencing in particularare an important and central costeffective solution to border security. My colleague. the Democratic leader. has used a figure of $7 billion. We think that is greatly exaggerated. We believe it can be done for much less than that. although that money has been floated. A private contractor has indicated he could do it for about $1.8 billion. and that is the money we put into the bill. And with the help of the National Guard. I think we ought to be able to build fencing at a rate far less than that.
