I did want to make that clear so that people watching this debate. as important as the debate is. would realize we havent been waiting for the language to be brought forward. It is important language. It is critical language to do the job right. But we as a Congress. and the administration. have been moving forward to make sure that Homeland Security and especially the Coast Guard and those people who are responsible for making the decisions as to how we inspect. and the Customs and Border Patrol departments. have the resources they need in order to effectively begin to secure our ports. I yield the floor and suggest the absence of a quorum.
