Mr. President. I greatly respect the Senator from Alabama and his tireless efforts in addressing the issue of illegal immigration and his amendment on building a wall in those parts of the urban areas of the border where a wall would be effective. It is an appropriate amendment. and I strongly support it. It was in the authorization. Had the administration supported our efforts relative to capital improvements in the supplemental. we might have been able to make a fairly significant commitment toward that wall. But the wall would be built over 2 years. This amendment accelerates that construction into a 1year time period.
