I say to my colleagues that we need to do a better job. We have a serious problem with the American people. They are suspicious of us. They are cynical about what we have done. We have been talking about a lawful system of immigration for 30 or 40 years. and we have never produced it. We passed a bill 20 years ago. in 1986. that was to be the amnesty to end all amnesties. We said we are going to do this one time and after this is done we are going to create a lawful system for immigration. What happened? Amnesty became law just like that.
