If America is to remain the democracy that has made it strong. all voters must have the opportunity to cast a ballot they can understand. But the King amendment allowed under this rule strikes the sections reauthorizing the Section 203 bilingual ballot requirements. Section 203 of the Voting Rights Act has made our Nations democratic ideals a reality by ensuring that eligible voters. regardless of language ability. may participate on a fair and equal basis in elections. Threequarters of those who are covered by the language assistance provision are nativeborn United States citizens. The rest are naturalized U.S. citizens.
