It goes to the very heart of our service in this Senate. It goes to the integrity of the Senate. It goes to the respect with which we want to be held by our constituents around this country. We must not repeat what happened in 1986. We must not allow a repeat of the 1986 immigration bill. Back when the immigration bill started moving through the Judiciary Committee. I raised this very point. It came about in an interesting way. I offered an amendment in the committee to expand bed space. It was accepted. I offered another amendment. and it was accepted.
