The aircraft owned by Customs is 30 years beyond its useful life. Helicopters are averaging 20 years beyond their useful life. The vehicles in which these folks go out to protect our borders often break down and many times they cant fulfill their missions because the vehicles are not up to the capacity that is needed. So this Is a good amendment. It is a needed amendment. I support it. Senator BYRD has found an offset which is a reasonable offset. It increases the fees for nonAmericans who seek to use the Immigration Service and the Customs Servicemostly the Immigration Service. I believe. This will not raise blue slip issues.
