Some of it is not. The problem we have is that the Department was put together in haste. A lot of different agencies that had a lot of different cultures. some of which were doing their tasks very wellsuch as the Coast Guard and the Secret Servicewere put into the Department. and others which had always had a problem. a structural problem such as immigration. were put into the Department. Then new responsibility was put on the Department with a new focus. Every agency theoretically within the Department is primarily focused on the issue of national security and protecting us from an attack such as September 11. but within the agency. in order to have continuity of activity. there were departments put into it which did not have as their primary purpose Homeland Security.
