I am a member of the Committee on International Relations Subcommittee on Africa and Global Human Rights. and I have great sympathy for what you are trying to accomplish in the sense that I think the Emergency Refugee Migration Assistance fund does a great job. On the other hand. as a member of the Speakers drug task force. and very active in the war against drugs. this is not the vehicle to do this in. I have had an opportunity to go to Colombia and see the progress that is being made. I very strongly oppose the McGovern amendment.
