None of the funds made available in this Act may be used to process applications or petitions for immigration benefits submitted to the United States Citizenship and Immigration Services until October 1. 2007. This section shall not apply with respect to(1) processing applications or petitions submitted before October 1. 2006. for such benefits. and (2) processing applications or petitions relating to visas under section 101(a)(15)(H)(i)(b) of the Immigration and Nationality Act (8 U.S.C. 1l01(a)(15)(H)(i)(b)) (commonly referred to as HlB nonimmigrant visas).
