Mr. President. I thank my colleague from North Dakota for speaking about the constitutional amendment. Before we left on Memorial Day. we dealt with a very important issue. and that was immigration. Immigration is now in conference committee. It is a key topic. It is my hope that by the end of this week or next we will deal with the budget and budget reforms. We need to get to a balanced budget. I believe we need to do it in 5 years. Others have said we need to cut the deficit in half in 5. if we can. We are dealing with that issue.
