Mr. Chairman. I appreciate the kind words of the gentleman from Texas. and I share his concerns and am committed to improving our border security and immigration enforcement programs. I know the needs of Laredo are great. but I also know that if we do not address the Issue of border security comprehensively. we will continue to throw money at a problem without making measurable gains. As I have said many times. if our approach is only to build a 20foot fence. all we end up doing is increasing the demand for 21foot ladders. We have to have a plan for addressing this very complex and challenging issue.
