But it is simply common sense and common courtesy to consult those individuals in our own communities and in affected communities on the other side of the border before constructing a fence. Why? Because the fence alone is not going to stop the flow of illegal immigration into the United States. It is going to take a cooperative effort between the United States and Mexico. My amendment seeks to foster the kind of cooperation that is vital if we axe going to once and for all secure our borders.
