First. I am pleased that it includes provisions of the DREAM Act. Ive long supported the DREAM Act. which in my view is a common sense measure. allowing undocumented students under the age of 16--who were brought into this country illegally through no fault of their owna chance to complete higher education. Qualifying students. however. will have had to live in the U.S. for at least 5 years prior to the date of enactment of this legislation. If they earn an advanced degree or serve our country in the Armed Forces. they would then be granted permanent status and allowed to petition for citizenship.
