We passed an amnesty bill that promised enforcement in the future. It was utterly not so. The amnesty took place immediately. and the enforcement never occurred. They have been asking. What is going on? In 1986. we found that there were 3 million people who came forward to claim amnesty. and now they tell us 20 years later that there are 11 million people here illegally. Why shouldnt they be frustrated? They are not against immigration. The American people are not against immigration. They are worried about a system that is lawless. unprincipled. and indeed makes a mockery of law. And they have every right to be so.
