Mr. President. this is a very simple amendment. The legislation that has come to the floor of the Senate dealing with immigration is legislation that not only describes how we might deal with 11 million to 12 million people who are here illegally in this country. it also says in addition that we need to bring more people into the country who now live outside of our country. I have on other occasions come to the floor of the Senate and said that I dont think it makes a great deal of sense to have what is called a guest worker program which brings additional millions of people into the country who now live outside of America. Why dont I think that is a good thing to do?
