Mr. President. my amendment would require that employers take real steps to attract and hire U.S. workers prior to petitioning the Department of Homeland Security for authorization to hire an H2C nonimmigrant. In other words. what we are trying to say here is. if there is a job available for an American worker. for a U.S. worker. lets make sure that they get that job before we give it away to an immigrant worker. Over the next 5 years. a million foreign workers could enter the country under that guest worker program that is In the bill. This is a million new workers who will be competing with U.S. workers for jobs.
