This is not the asylum program. This amendment is not the HlB program. This is not the broad immigration program. This is the only program that was added to immigration legislation to try to get diversity from a number of countries that werent sending immigrants to the United States. This amendment simply says. for those immigrants coming from those countries. lets try to get 70 percent of them to be of the education degrees--technology. math. sciencethat we need in the United States. That is a benefit to us because those are occupations and expertise which we need. It is also a benefit to those countries as these individuals gain expertise that can later be used in their countries.
