So important that the Commission on Federal Election Reform he cochaired included this recommendation. That commissions executive director note that polls indicated that many Americans lack confidence in the electoral system. but that the political parties are so divided that serious electoral reform is unlikely without a strong bipartisan voice. That is why President Carter joined in the election reform effort. and that is why I urge my colleagues to join this effortso that we can restore faith in our elections. so that we know that citizens who have the right to vote are voting. so that even new citizens who were immigrants have a free and fair election to vote in. I urge my colleagues to support this amendment.
