I rise again this afternoon for what I believe is a commonsense and important amendment to the legislation before us. commonsense simply because at the end of the day all the amendment does is to say we should be enforcing the current law. As it stands right now. 8 U.S.A.. section 1183. states that an affidavit must be filed by a sponsor of an incoming alien to the country. That affidavit is a legally binding guarantee on the part of the sponsor that the immigrant that they are sponsoring will not become a "public charge." What I am citing here is nothing new. This public charge requirement goes all the way back to immigration policy of the 1880s. So what this amendment does today is simply restate that in strong terms saying that no funds appropriated under this act. under the Food Stamp Program. will be spent in noncompliance of current Federal law. The reason we do this is to reinforce the fact that the laws on the books should be enforced.
