Once the money is appropriated. then we are going to have to see the Department of Homeland Security issue a request for a proposal and ask contractors to bid on creating the database and the system whereby we can verify eligibility of prospective employees. So what we are talking about is a system that is going to take months. if not years. to implement. But even after it is implemented. until such time as it has a 99percent accuracy rate. essentially what we are saying is the same old broken illegal immigration system of hiring people who are not authorized to work in the United States is OK. The second problem I point out with this amendment is it creates liability on the part of the Federal Government. If. for example. someone submits their credentials and they are refused a job because they are not qualified to work in the United States. what this does is create a litigation system that will prove a disincentive for employers and the Department of Homeland Security to actually even check someones qualifications as to whether they can work legally in the United States.
