Since that time. as the Senate has worked its will. the MartinezHagel amendment has come in and. as has been outlined. establishes a tier system. It recognizes that those who are here for over 5 years will be able to have the earned legalization which many of us supportstrong bipartisan support. Those who are here for just 2 years will be deported. and those from 2 to 5 will have to return and follow a different pathway in terms of earning citizenship. That is administratively more complicated and difficult and puts additional burdens on Homeland Security. One of the basic concepts behind the legislation was to try to move people out of the shadows.
