By contrast. the approach taken by Senator FEINSTEIN to create a new kind of an orange cardbecause this is a unique group of peoplethis orange card is realistic. and it is enforceable. and it is fair. It would require undocumented immigrants. as the Senator said. to register immediately with the Department of Homeland Security. Once they have passed a criminal and national security background check. they could apply for an orange card. As the Senator said. they would have to pay a $2.000 fine. any back taxes owed. learn English and American civics. and pass extensive criminal and security background checks. Then. after working for at least 6 years. orange card holders could apply for legal permanent residence. but. again. as the Senator pointed out. they would have to get in back of all the green card holders who are existent right now. So. again. this is a tough approach. but it is workable. It will work.
