It isnt just a matter of putting in a wage. it is a matter of how that wage ultimately affects the transition into a blue card status. We have done a pictorial chart tonight that I think better explains what we are talking about. We believe the blue card built within the agricultural jobs is that transitional tool which allows American agriculture to cross the chasm. if you will. and allow a reformed H2A program. a guest worker program. to come into being. It wont happen overnight. but it will happen under the law. and it will happen with a wage scale that is pushed back as we make sure we get It right. That is under the reform program.
