They did it for a very logical reason. They did it because they were providing that a certain group of those who are currently in the countrythat is. people who have been here at least 2 years and fewer than 5 yearsthat group of individuals would have to go through this same system. so they had to increase the amount of that cap as they saw it. What I am suggesting we ought to do first and what my amendment will propose. once I have the opportunity to offer my amendment. is we should put a cap on the total number of people we are allowing into the country under this employmentbased legal permanent residency visa program. We have always had a cap on the number of immigrants coming into this country on an employmentbased system. We have done that now for well over half a century. I think we have done it for over a century.
