Secondly. I am not aware of any Member of Congress who favors hostile or extreme measures in dealing with the issues today. We want immigration to occur. We will expect to see some increases in immigration. but we want it to be legal. under policies and terms that are appropriate for the United States of America. The American people are with us on this issue. They expect us to create an immigration system that works and is legal. They dont want to reward those who break into our country with every single benefit we provide to those who come legally. To me. that is. indeed. amnesty.
