The Presiding Officer. Senator ISAKSON from Georgia. went right to the heart of the issue and drafted a very good amendment that I thought had a very good chance to pass. and should have passed. and it deals with this fundamental problem. most clearly demonstrated by what happened in 1986. In 1986. they passed comprehensive amnesty and immigration reform. Those who were in the Senate thenI was not yet hereand remember the debate know it was an amnesty to end all amnesties. It was supposed to create a legal immigration system. and we were told we would not have to do this again. Those concerned about it warned. however. one amnesty begets another amnesty. The more you go down that path. the easier it is.
