I would be impressed if the Inhofe amendment had provided some resources to help those who are limited English speaking to be able to learn English. In the immigration legislation before the Senate. we have the requirement that no person. except otherwise provided in this title. can be naturalized upon their application without understanding the English language. including the ability to read. write or speak the English language.
