That is what the RSC budget does. Now. it does so at a time that we have other challenges. Obviously. we have many unexpected expenses that came up as a result of a war. as a result of 9/11. as a result of homeland security. as a result of immigration challenges. and as a result of Katrina. the hurricane. We have so many challenges that our budgets have had to face. and I believe we have balanced them as well as possible. So while the RSC budget may go too far for a majority of people in the House of Representatives tonight. it does push the envelope forward and say we should always lean forward when it comes to reforming government.
