Are these promises really going to be borne out to the American people? The devil is in the details. We need to have a system that is workable. We have lived this history before. The 1986 experience was an utter failure because the enforcement mechanism was completely unworkable. Are we going to repeat that history or are we going to have enforcement that is workable. that is meaningful? If we are going to make these distinctions. they have to be able to be meaningful in practice.
