We have heard over and over how this bill does not contain amnesty. It is not amnesty. the proponents say. And one of the reasons they say that illegal aliens are put into different categories is according to how many years they have been in the country. They are treated differently according to how many years they have been in the country. President Bush made this point on Monday night specifically. that folks should be treated differently if they have been in the country for many years. if they have put down roots. if they have family here. et cetera. versus if they have just come into the country and have been here a clearly shorter period of time.
