Only under those circumstances do I believe a guest worker ought to be able to fill that job. This underlying bill does not provide for that. This amendment would say that after 4 years of cumulative employed status as an H2C worker. before someone can apply for and receive a green card. they must do two things: No. 1. they have to find an employer willing to sponsor them. and No. 2. they have to attest that no American worker has stepped forward when that job has been offered to the public at large. otherwise. we will find this guest worker program in direct conflict with the needs of native. Americanborn workers and otherwise legal immigrants. That would be a terrible direction for us to head down. This is one of those provisions of the bill with which. since it is 600 pages long. many Members may not be intimately familiar.
