They have to go to an entry point and come back in legally. We will then know who they are. As a matter of fact. when those people do that. they then go back in and have the same requirements of those who have been here more than 10 years before they get a green card or before they become citizens. Then there are those more recent arrivals. and they do not get a benefit from the bill. Those are people who presumably have only come in the last couple of years to take advantage of what is currently perceived to be an opportunity.
