President. I thank the Senator from Nebraska for his excellent presentation. He laid out as effectively as one could the reasons against this amendment. Effectively. the Vitter amendment undermines the whole concept of a comprehensive immigration bill. But having said that. it is not a constructive or positive solution to the challenges we are facing with the 11 million or 12 million undocumented individuals who are here at the present time. First of all. our bill says if you are going to be able to earn citizenship. you have to pay a penalty. So you have to pay the penalty.
