President Bush did one of them the night before last when he said we were going to use the National Guard. That is a signal to the world that business as usual has ended. that we are going to create a legal system that works. We want him to follow through on that and with all of the other requirements that go with it. But it is a good step and a good signal. and it will help us improve that system. Another way is to have more Border Patrol agents. We need that. We have authorized some more in this bill but not enough.
