When you talk about 100 million people. you are talking about onethird of the current population of the United States being admitted under a lowskill worker program. called a guest worker program. that does not require highskill abilities. We need to completely redo it. I believe that. I really do. I urge my colleagues to think seriously about this. what we are voting for. I know the motive and I know the desire to do the right thing. We are a nation of immigrants. We are going to allow immigration in the future to continue. When we do. we will increase legal immigration into this country. and I will support that. But the rate of increase provided for in this provision is unjustifiable and. therefore. I support the Dorgan amendment.
