Mr. Chairman. as a member of the House Armed Services Committee and a representative of a coastal district in South Texas. I rise in support of the SAFE Port Act. I also want to make a particular point today. This Congress has promised all manner of border security and port security to the tune of billions of dollars . . . yet we haveto datefunded our promises for port security at only $900 million. Thats quite a distance between what we say and what we actually do. Im for the bill before us today. but more than that. I am for actually spending the bills $7.4 billion for port and cargo security programs.
